Section 3 of the Migration Act 1978 creates the obligation: no person other than a citizen may enter Papua New Guinea without an entry permit unless the Minister exempts them under s.20. The ICA's VOA page and booklet describe exemptions granted under that power; the Act is the instrument that imposes the requirement.
The VOA list names Fiji, Solomon Islands and Vanuatu among the countries granted visa on arrival, and the ICA's own booklet fixes the MSG members' VOA stay at 30 days.
