Loi n°1/25 du 5 novembre 2021 (Bulletin Officiel n°11/2021) is the statute that creates the entry obligation: Article 5 requires a visa or an authorization in lieu of visa to enter, Article 6 delegates the visa's conditions to a ministerial ordinance, and Article 7 creates the exemptions (crew, permanent residents, EAC citizens, agreement countries). The CGM and MFA pages describe and apply this law; they do not create the obligation.
The CGM's 'Visa d'entrée EAC' category covers citizens of EAC member states with a free entry visa of one to six months; the law (Article 7(3°), the controlling instrument) exempts EAC citizens from the entry visa, so each issuer in this row enters without advance authorisation and may stay up to six months.
