The Immigration Act 2006 (43 MIRC Ch.1) is the instrument that CREATES the obligation: section 112 makes a visa or exemption compulsory for every non-citizen entering the Republic, section 113 grants the statutory exemptions, and section 137 requires a visitor visa before arrival except for Cabinet-approved visa-on-arrival countries. The Regulations and the Division of Immigration's list implement that obligation.
The list's VISA EXEMPT/WAIVER section grants the Republic of China-Taiwan (ROC) and Guatemala a stay of 90 Days from the date of arrival with the fee waived, with no 180-day window stated for this block, so both are visa-free with a per-entry 90-day limit.
