The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
Taiwan is listed in Part B section 4 with footnote 7, which limits the exemption to holders of Taiwan passports bearing an identity card number.
