The Law on Foreigners creates the obligation: Article 11(1)(б) requires a foreigner to hold a valid visa when the visa-regime act so provides, and Article 199(6) directs the Government to adopt the уредба listing states whose nationals must hold a visa and those exempt. It is the statute, not a description of it.
The MFA's visa-regime lookup, which the MFA's own entry page identifies as the authoritative source for North Macedonia's visa regime, lists these countries in its Europe view and demonstrates the region's visa-free determination (Austria shown as “НЕ Е ПОТРЕБНА” — not needed).
