The following countries to be granted 90 days valid visa free of charge upon arrival: Angola, Benin, Central African Republic, Chad, Cote d’Ivoire, Democratic Republic of Congo, The Federation of Saint Christopher and Nevis, Ghana, Guinea, Indonesia, Haiti, Mauritius, Philippines, Senegal, Seychelles, Sierra Leone, Sao Tome and Principe, Singapore and the state Qatar.

Article 3 of Ministerial Order N°06/01 of 29/05/2019, made under Article 8 of Law N°57/2018 on Immigration and Emigration, creates the entry obligation for this regime: 'A foreigner who enters into Rwanda must have a valid travel document recognised in Rwanda and a visa or a resident permit.' It is the gazetted, legally operative regulation that determines visa classes, on-arrival issuance and stay durations. The DGIE visa page is cited alongside it because it supplies the nationality lists that the Order deliberately refers out to visa-waiver arrangements.
This sentence names each country on this row and grants nationals of those countries a fee-free 90-day visa on arrival, so no advance authorisation is needed and the stay is 90 days.
