Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.

The DNM table marks these six issuers 'No necesita Visa' for the common passport (Corea República de shown), and note (6) attached to their entries states the only qualification: non-tourist, work or longer-than-90-day stays require prior consultation; for ordinary tourism they are visa-free.
