The Law of Migration and Asylum 11/2017 (as consolidated by Law 10/2021) creates the obligation itself: Article 13(1) requires every foreigner entering Timor-Leste to hold a valid visa, Article 35 sets the tourist-visa validity of thirty days, and Article 44(4) creates the visa-on-arrival mechanism. The ministry pages describe this law's operation rather than creating the obligation.

The Migration Service's own visa-exemptions page states the operative visa-free rule for Schengen-area citizens — 90 days in any 180-day period — and then enumerates each State it covers, including every issuer in this row.
