The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.
The ROK Embassy in Portugal confirms Portuguese citizens remain exempt from the K-ETA requirement through the end of 2026, entering visa-free with a valid passport, and states their stay as 90 days per 180-day period.
