D.L. 1350 (Decreto Legislativo de Migraciones) and its Reglamento (D.S. 007-2017-IN), as consolidated in this MIGRACIONES edition and amended by D.L. 1582, create the obligation: a visa is the authorization a foreigner needs to be admitted (art. 27), lacking the required visa is an impediment to entry (art. 48.1.i), and visa-exempt foreigners may present directly at border control (Reglamento art. 129). The RREE table then applies that framework by enumerating which passports are exempt.

The RREE table's Turista column lists Argentina (and each issuer on this row) as 'Si' with the plazo '90*', and the legend defines 90* as 90 days extendable once within 365 days from first entry — so these holders enter visa-free and may stay 90 days.
