Loi n° 5/86 of 18 June 1986 creates the entry obligation: article 23 requires nationals of states with no immigration agreement with Gabon to hold a visa, and articles 2-4 set the regime's scope and the temporary-visitor stay limit. The DGDI e-visa portal lists the bilateral exemptions and the CEMAC Acte Additionnel N° 01/13 creates the CEMAC exemption; both supply facts the statute cannot contain.
The DGDI (Direction Générale de la Documentation et de l'Immigration) e-visa portal's 'Countries exempted from visas' table lists the states whose passports are exempt under bilateral agreements; Mauritius, Morocco and South Africa are the only states whose ordinary passports are exempt.
