Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.
The DNM table lists Macao with 'No necesita Visa (11)', and note (11) states that common passports and travel titles of the Macao SAR are exempted from the visa requirement — Macao is visa-free, and the general 90-day non-resident stay applies.
