Article premier
Les ressortissants de chacune des Parties contractantes détenteurs de passeports nationaux, diplomatiques, consulaires, officiels, spéciaux ou de service en cours de validité peuvent entrer sur le territoire de l’autre Partie contractante et y séjourner pour une période ne dépassant pas 90 jours sans avoir besoin d’obtenir un visa.

DE 320 de 2008, the regulation implementing Decreto Ley 3 de 2008, creates the obligation: art. 18 requires nationals of countries without a visa-suppression agreement with Panama to obtain tourist visas, and art. 19 grants exempt nationals a tarjeta de turismo valid up to 90 days. The consular lists and later decrees implement or amend this framework; the obligation originates here.
Article premier of the Latvia-Panama agreement, registered in the UN Treaty Series, provides that nationals of each Contracting Party holding valid passports may enter the territory of the other and stay up to 90 days without obtaining a visa; the header states the agreement entered into force on 6 May 2004, so Latvian nationals are visa-free for Panama for up to 90 days.
