The Immigration (Visa) Regulations, 2014 (S.I. No. 54 of 2014, made under section 60 of the Immigration Act) impose the visa requirement on non-citizens and create the Schedule 1 nationality exemption; it is the instrument that creates the obligation, not a description of it.
Regulation 5 grants visa-free entry to a national of a country listed in Schedule 1 holding a valid passport of that country; Schedule 1 enumerates the exempt countries. Cameroon is omitted from the operative list because S.I. 132 of 2014 deleted it from Schedule 1; the Commonwealth clause and the named entries cover the issuers in this row. The same regulations are in force as re-enacted by S.I. No. 54 of 2014.
