All persons intending to travel to Uganda for holiday, tourism, business, study, visit, and/or medical are required to apply and obtain a visa online.

Section 53(1) creates the obligation itself: no person may enter or remain in Uganda without a valid entry permit, certificate of permanent residence, or pass; s.53(2) is the enabling provision under which the visa-free classes are declared; s.65(1) removes citizens from the regime. The DCIC pages describe this law; the Act imposes it.
The DCIC's official FAQ states that all persons intending to travel to Uganda for holiday, tourism, business, study, visit, or medical purposes are required to apply and obtain a visa online; this establishes the advance-authorisation requirement for every issuer not exempted by the visa-free list.

The Act states 'History: Act 3/1999'; the DCIC pages carry no explicit date but reflect the March 2026 notice (site notice board dated July 2026); the UBC article is dated 18 February 2026 and states the UAE waiver took effect 10 February 2026.
