El Decreto 26/1978 (version consolidada de 2023) es el Reglamento de la Ley de Migracion: su articulo 45 impone la obligacion (pasaporte vigente y visa de entrada para todo extranjero) de la que las demas normas son excepciones; por tanto es el instrumento que crea la obligacion, no un resumen de ella.
La tabla de convenios del MINREX lista a cada país con su exención de visado y el término máximo de estancia (30 días) que el artículo 61 del Decreto 26 remite a los convenios.
