Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
The Kazakh foreign ministry, reporting the entry into force of the visa waiver, says citizens of both countries (including Kazakhstan) stay visa-free up to 30 days within six months.
