Loi n°04-058 art. 8 is the provision that imposes the entry-visa obligation on every foreigner entering Mali; the 2005 decree implements it and the ECOWAS protocol and the ministry/embassy list carve out exemptions from it.
The PRC Ministry of Foreign Affairs treaty database records the exchange of notes between the Governments of the PRC and Mali on mutual visa exemption between the Hong Kong Special Administrative Region and Mali, signed at Bamako on 14 January 1997 and in force since 1 July 1997; that convention is the 'convention internationale' to which Loi n°04-058 art. 3 subordinates the entry-visa obligation, so HKSAR passport holders enter Mali visa-free.
