Law 257/2013 is the instrument that creates the visa obligation and the visa exemption for third-country nationals entering Moldova: Article 2(1) imposes the visa obligation on the states in Annex 1 and Article 3(1) grants the exemption with the 90-day-in-180 stay to the states in Annex 2.
Annex 2 section 2 lists the Hong Kong and Macao SARs as exempt and states the exemption applies only to holders of the SAR passport, with the 90-day-in-180 stay from Article 3(1).
