Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
Azerbaijan unilaterally grants PRC citizens holding Hong Kong and Macao SAR ordinary passports visa-free entry for up to 30 days per entry, up to 3 entries, within 2 Feb 2026 to 2 Feb 2027, which is in force at the current date.
