Art 11.1 of the Law on the Legal Status of Foreign Citizens creates the entry obligation — a foreign citizen entering Mongolia must hold a Mongolian visa unless an international treaty provides otherwise — and arts 9.2.4 and 11.8 empower the Government and ministers to make the exemptions and the border-post visa rules. The visa-free lists, the e-visa list and the visa rules all implement this law rather than create the obligation.
The Immigration Agency states that the 34 listed countries' citizens are exempted from the visa requirement for tourism stays of 30 days until the end of 2026, which is the visa-free grant claimed.
