Điều 1. Miễn thị thực cho công dân các nước: Cộng hòa Liên bang Đức, Cộng hòa Pháp, Cộng hòa I-ta-li-a, Vương quốc Tây Ban Nha, Liên hiệp Vương quốc Anh và Bắc Ai-len, Liên bang Nga, Nhật Bản, Đại Hàn Dân Quốc, Vương quốc Đan Mạch, Vương quốc Thụy Điển, Vương quốc Na-uy, Cộng hòa Phần Lan với … thời hạn tạm trú 45 ngày kể từ ngày nhập cảnh, không phân biệt loại hộ chiếu, mục đích nhập cảnh, trên cơ sở đáp ứng đầy đủ các điều kiện nhập cảnh theo quy định của pháp luật Việt Nam.

The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
Điều 1 of the resolution names each of these states and grants visa-free entry with a 45-day temporary residence from the day of entry, which is the visa-free entitlement for ordinary passport holders of Germany, France, Italy, Spain, the United Kingdom, Russia, Japan, South Korea, Denmark, Sweden, Norway and Finland.
