This is the Government decision, adopted under the Law on Foreigners (its preamble invokes Arts 6(7), 8(5), 9(4.1) and 9(8) and 10(2),(7) of that Law), that establishes the entry-visa application and issuance procedure for the Republic of Armenia: who may obtain a visa at border crossing points (s.1.1), who must use the invitation procedure (s.5), and the e-visa system (s.9). It is the instrument that imposes the operative visa-obtaining rules; the MFA pages describe and consolidate the entitlements it implements.
The MFA's list names each of these 48 states as unilaterally exempt from the Armenian entry-visa requirement and the introductory sentence sets the stay limit of 180 days per year, which is the entitlement each holder gets.
