Lei 5/2015 amends article 25 of the aliens law to create the visa-free categories (CPLP, EU, USA, Canada), the 15-day stay for holders of a valid Schengen or US visa, and the delegation under which the Government lists third countries exempt for up to 15 days. It is the instrument that CREATES the visa-free obligation; the SMF article and the 2017 decree/note describe or implement it.
The SMF states that citizens of any country not already listed may benefit from the 15-day visa exemption if they hold a valid Schengen or US visa and a passport valid beyond three months; this row grants that conditional entitlement to the residual issuers.
