- Be in possession of a round trip ticket that is nonrefundable and nontransferable and bears a confirmed departure date not exceeding 14 days from the date of admission to the CNMI

The CNMI Economic Vitality & Security Travel Authorization Program (EVS-TAP) is a restricted travel authorization sub-program of the Guam-CNMI Visa Waiver Program that allows a nonimmigrant alien who is a national of the People's Republic of China (PRC) to be admitted to the CNMI only without a visa in specified circumstances. A visa is still required for a nonimmigrant alien who is a national of the PRC seeking to be admitted to Guam. … (iii) Be solely entering and staying on the CNMI for a period not to exceed 14 days; … (v) Receive an electronic travel authorization from CBP pursuant to paragraph (r)(9) of this section

8 CFR 212.1 is the regulation that imposes the visa and documentary requirement on arriving nonimmigrant aliens (chapeau) and that creates and specifies the Visa Waiver Program exemption (i), the Guam-CNMI Visa Waiver Program (paragraph (q)) and the CNMI EVS-TAP (paragraph (r)); it implements INA 212 and Pub. L. 110-229 and is the operative instrument for who may enter Guam and the CNMI without a visa.
The regulation establishes the EVS-TAP sub-program for PRC nationals entering the CNMI only, limits the stay to 14 days, and requires an electronic travel authorization from CBP before boarding; the same paragraph states a visa is still required for PRC nationals seeking admission to Guam.
