Loi n° 97/012 du 10 janvier 1997 (modifiée et complétée par loi n° 2022/015) creates the obligation: Article 10(1)(a) requires every temporary visitor to present a passport carrying a Cameroonian entry visa obtained abroad, and Article 5(1) caps temporary stays at three months; Article 3 reserves ratified conventions (the CEMAC and bilateral free-movement texts). Décret n° 2023/147 (cited in fieldSources) implements the current online e-visa regime; the Presidency's CEMAC dossier and the embassy pages report who is exempt.

The Presidency's official CEMAC summit dossier names the six member states (Congo, Gabon, Guinée Équatoriale, République de Centrafrique, Tchad, Cameroun), records the Additional Act of 25 June 2013 abolishing the visa for every CEMAC national circulating in the community space, and states that free movement is already effective at Cameroon; so ordinary-passport holders of the five other member states enter Cameroon without an entry visa.
