This arrêté, made by the ministers of the interior, foreign affairs, budget and overseas under the CESEDA, is the instrument that CREATES the short-stay visa obligation for the named territories including Guyane: Article 1(1°) requires a visa for entry, and Article 3 plus Annexe II create and bound the dispense. For Brazil, the arrêté du 31 juillet 2026 (unfetchable; reported by the embassy page) derogates from Annexe II and suspends the visa for ordinary passports up to 30 days/180.
The French embassy in Brazil (Ministry for Europe and Foreign Affairs) announces that France suspends the short-stay visa requirement for Brazilian nationals whose destination is Guyane, entering into force on 31 July 2026 and limited to stays not exceeding 30 days in a six-month period; the passage carries the number 30 and names Brazil/Guyane. The underlying arrêté du 31 juillet 2026 (JORFTEXT000054594286) is named on the same page but its Legifrance text refused every fetch route, so this official government announcement is the citable evidence of the in-force measure.
