SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).
The visa-exemption regulations grant Brazilian citizens visa-free entry for visits not exceeding three months, a provision created by SRO 40 of 2014 and carried into the current principal regulations.
