The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.

Schedule 4 exempts 'CARICOM MEMBER STATES' from the visa requirement; each of these issuers is a CARICOM member state other than Haiti, which the schedule's own note excludes by reintroducing a visa requirement for its nationals.
