Loi n° 71-10 du 25 janvier 1971 is the statute the Paris consulate still cites as the legal basis for entry conditions; Article 2 creates the obligation that no foreigner is admitted to Senegal without an autorisation de séjour or d'établissement, and Article 1 defines 'étranger'. The visa categories published by Senegal's embassies and consulates implement this obligation.

The London embassy's classification places these issuers in Category A, which it defines as 'No visa is needed for entry and stay of up to 90 days', so their nationals need no advance authorisation and may stay up to 90 days per visit.
