Emirati citizens can enter the Republic of Chad without a prior entry visa, thanks to the agreement on mutual exemption from entry visas.

Décret n°2299/PR/PM/MSPI/2025 is the instrument that creates the obligation: its article 29 requires every foreigner entering Chad to hold an e-visa, its articles 6-15 establish the privileged visa-exempt regime for CEMAC nationals and for nationals of states that have concluded visa-exemption agreements, and its articles 43 and 69 fix the 90-day stay threshold and abrogate the previous decree. The evisa.td portal and the UAE MOFA page supply facts (which states have agreements) that this decree names only by class.

The UAE Ministry of Foreign Affairs, the other party to the mutual exemption agreement, states on its official embassy page that Emirati citizens may enter Chad without a prior entry visa thanks to that agreement; the agreement places the UAE inside the privileged regime that Décret n°2299/2025 article 13 creates for 'les ressortissants des États ayant conclu avec la République du Tchad, un accord d'exemption de visa'.
