This arrêté, made by the ministers of the interior, foreign affairs, budget and overseas under the CESEDA, is the instrument that CREATES the short-stay visa obligation for the named territories including Guyane: Article 1(1°) requires a visa for entry, and Article 3 plus Annexe II create and bound the dispense. For Brazil, the arrêté du 31 juillet 2026 (unfetchable; reported by the embassy page) derogates from Annexe II and suspends the visa for ordinary passports up to 30 days/180.
Annexe II lists Albania (and the other issuers on this row) as visa-dispensed, but only for holders of a diplomatic or a biometric passport; whether the traveller's ordinary passport is biometric is a passport feature they can verify themselves.
