The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.
Each entry is a Commonwealth-marked country that the PICA list states requires a visa ('Visa required'), so a visa must be arranged before travel.
