Article 3 of the ordonnance-loi imposes the obligation at issue: 'Tout étranger doit, pour entrer au Zaïre, être muni des documents et visas'. It creates the visa requirement that every other document here derogates from or operationalises; the 87-281 ordinance and the exemption arrangements operate under it.
The DRC Government's own information note (Presidency/ARPTC) states that these three nationalities are exempt from visa requirements, so no advance authorisation is needed; the note does not state the permitted stay duration.
