Lei 23/2022 creates the obligation: article 8(2) requires every foreign citizen to present an entry visa issued by Mozambican authorities unless a visa-waiver agreement applies, and article 28 creates the border-visa (visa-on-arrival) route. Decreto 10/2023 and the evisa portal are the exemption instrument and the current operational statement of that framework, not the source of the general requirement.
The official National Immigration Service portal lists each of these countries in its visa-exemption table as 'Visa Exempt' with '30 Days' for tourism and business on all passport types, so their holders enter without a visa and without advance authorisation for a 30-day stay.
