DE 320 de 2008, the regulation implementing Decreto Ley 3 de 2008, creates the obligation: art. 18 requires nationals of countries without a visa-suppression agreement with Panama to obtain tourist visas, and art. 19 grants exempt nationals a tarjeta de turismo valid up to 90 days. The consular lists and later decrees implement or amend this framework; the obligation originates here.
The Consulate General of Panama in Hong Kong lists these countries under 'Countries that require Authorized Visa to enter Panama' and 'Countries that requires Stamped Visa to enter Panama', which states directly that their nationals must arrange a visa in advance through a Panamanian consulate; de320-2008 art. 18 creates the underlying visa requirement for nationalities without a visa-suppression agreement.

Visa-free, 30 days
At the time of entering Panamanian territory the traveller must hold a valid visa or residence issued by Canada, the United States of America, Australia, the Republic of Korea, Japan, the United Kingdom, Singapore, or any European Union member state.
The traveller must hold a valid passport with a minimum of three months validity at the time of entry.
The traveller must show proof of economic solvency of at least US$500 upon entering.
The traveller must hold a round trip ticket.
