Decreto 286 (Ley Especial de Migración y de Extranjería) creates the obligation: Art. 38 requires every foreigner to carry a visa unless exempt, Art. 29 establishes the A/B/C visa categories, and Art. 84 defines the tourist stay limit. The RREE classification, the CA-4 manual and the DGME notice implement or supplement these articles rather than creating the obligation themselves.
The RREE table marks each of these countries '(B) CONSULAR O SIN CONSULTA' for ordinary passports; the Ley's Art. 29 defines Category B as a consular visa, so these nationals must obtain a visa from a Salvadoran mission before travel.
