Article 24 of Federal Law 114-FZ ('О порядке выезда из Российской Федерации и въезда в Российскую Федерацию') is the provision that CREATES the obligation at the heart of this regime: foreign citizens and stateless persons enter Russia on a visa unless an international treaty, the law itself or a Presidential decree provides otherwise. Every visa-free, visa-on-arrival or e-visa entitlement in this regime is an exception to that obligation; the kdmid conditions table, the e-visa order and the bilateral regimes are grants against that default, so 114-FZ Article 24 is the instrument that makes the requirement exist.
The kdmid conditions table grants each of these states visa-free entry on ordinary passports for up to 60 days; the quoted blocks pair each state's name with its 60-day line.
