after December 2019, the Ministry of Foreign Affairs established, through Resolution N° 006-2019, the requirement of a tourist visa for Venezuelan nationals.

Art. 28 creates the operative obligation — every foreigner entering the Dominican Republic must hold a visa except nationals of visa-dispensa-agreement countries or countries authorised by the Executive to enter with a tourist card — Art. 31 mandates MIREX to publish the country lists, and Art. 81(a) fixes the 60-day maximum tourist stay. It is the instrument that imposes the requirement; the MIREX list implements it.
UNHCR's country page for the Dominican Republic reports that MIREX Resolution 006-2019 (December 2019) imposed a tourist-visa requirement on Venezuelan nationals, so Venezuela is no longer on the visa-free list despite appearing on the older consular listado's category C.
