Regulation 7 is the provision that prescribes who must produce a visa on landing and who is exempt, made by the Cabinet under s.133(1) of the Customs and Border Control Act; it creates the visa obligation for this regime, and the 2026 amendment (SL 10 of 2026) is the current text of its country lists.
Regulation 3(a) of SL 10 of 2026 deletes Peru and Venezuela from the regulation 7(1)(b) list of countries whose nationals need not produce a visa on landing, and regulation 1(2) brings the amendment into force on 2 April 2026. With that exemption gone, nationals of both countries fall back on the visa requirement in s.91(1) of the Act.
