- State their accommodation arrangements, be it holiday accommodation such as a hotel or resort, or with family or friends (specifically the village and family name)
- Have no record or deportation from other countries
- Have no health problems that would pose a risk to Samoa
- Have no history of criminal charges resulting in a minimum of one year of sentencing

Foreign nationals who do not hold a valid Temporary Resident Permit or Samoan Citizenship will be issued with a free 90 days Visitors Permit upon arrival.

The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.
The passage is the Samoa Immigration Division's own statement of what happens at the border: every non-citizen who is not a resident-permit holder is issued a free 90-day visitor permit on arrival. It is a class rule covering 'foreign nationals', the document names no nationality list, and these issuers have no separate visa-waiver agreement row, so each needs nothing arranged in advance and may stay up to 90 days per arrival.
