Section 53(1) creates the obligation itself: no person may enter or remain in Uganda without a valid entry permit, certificate of permanent residence, or pass; s.53(2) is the enabling provision under which the visa-free classes are declared; s.65(1) removes citizens from the regime. The DCIC pages describe this law; the Act imposes it.
