Official wording

A citizen of Saint Christopher and Nevis has the right to enter Saint Christopher and Nevis at any time. … an immigration officer shall grant a permit for a citizen of a Protocol Member State to enter and remain in Saint Christopher and Nevis for a stay of indefinite duration.

Aevamo’s reading

The Immigration Act creates the entry obligation: s.9(2) empowers the Minister to order that passports of nationals of listed countries bear a visa; s.14 governs how long permitted entrants (visitors) may stay; s.15 waives the visa for EU citizens; and s.4(3) grants OECS Protocol Member State citizens free movement. The MOFA list, eTA press release and EU-KNA agreement supply facts (which countries are visa-required, the eTA requirement and its commencement, and the 90/180 treaty term) under powers and frameworks this Act establishes.

Section 4(1) gives SKN citizens the right to enter at any time, and s.4(3) directs the immigration officer to grant a citizen of a Protocol Member State — the OECS Economic Union members, which are this row's issuers — a permit to enter and remain for a stay of indefinite duration, so the row is FREE_MOVEMENT with no cap. The eTA press release (fieldSources.advanceAuthorisation) confirms citizens of SKN and OECS member states do not need an eTA, so no advance authorisation is required.

What this answer covers Limits & assumptions

Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
