IRPR Part 2 Division 1, s.7(1), creates the temporary resident visa obligation and s.7.1(1) creates the eTA obligation that this regime answers; s.190 and Schedule 1.1 (separately fetched pages of the same regulation) grant the exemptions from that obligation. It is the instrument that imposes the requirement, not a description of it.
s.190(2)(b) exempts a holder of a passport or travel document issued by the Holy See; as a visa-exempt air traveller s.7.1(1) then requires an eTA.
