Official wording

All foreigners who intend to visit the Kingdom shall possess a valid e-Visa unless exempted by bilateral agreements.

Section 73 of the Act creates the obligation: 'All foreigners intending to visit the Kingdom are required to obtain Bhutanese visa prior to departure from their respective countries except the nationals of those countries exempted by the Government', and section 28 defines entry clearance as a visa for visa nationals and an entry permit for non-visa nationals. The 2023 Rules operationalise these categories; the Act is the instrument that creates the requirement.

Rule 65 states the e-Visa requirement for all foreigners intending to visit the Kingdom; the issuers on this row are not named in any of the exemptions (rules 70-74 of the 2023 Rules and the SAARC Visa Exemption Sticker class in the DOI General Information), so the e-Visa requirement applies to them. Rule 56, cited for the duration, caps a tourist stay at ninety days.
