Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.

Decree UP-203 establishes a visa-free regime for US citizens for up to 30 days from the date of entry from 1 January 2026, so US citizens enter without advance authorisation.
