7.01 (1) Despite subsection 7(1), a foreign national who is a citizen of a country listed in the table to this subsection and who is seeking to enter Canada by air may not enter Canada to remain on a temporary basis without first obtaining a temporary resident visa or an electronic travel authorization. IRPR Part 2 Division 1, s.7(1), creates the temporary resident visa obligation and s.7.1(1) creates the eTA obligation that this regime answers; s.190 and Schedule 1.1 (separately fetched pages of the same regulation) grant the exemptions from that obligation. It is the instrument that imposes the requirement, not a description of it.
s.7.01(1) and its table make a temporary resident visa (or, for eligible air travellers, an eTA) mandatory before entry for citizens of these 17 countries; the headline route is therefore a consular visitor visa, with the eTA alternative recorded as a condition.
