Official wording

The entry into and departure from the Lao PDR of Foreigners and Stateless People shall comply with the followings:
1. Comply with the bilateral agreement for those who hold diplomatic, official and normal passports of diplomatic, official and normal visa-exempted countries with the Lao PDR; 2. Comply with the visa application procedures before entering for those who hold diplomatic, official and normal passports of the countries that have non-visa exempted agreement with the Lao PDR; 3. Comply with the Agreement of the Government of the Lao PDR for the citizens of countries that the Lao PDR has one-sided visa exempted;

Law No. 59/NA on Immigration and Foreigner Management of the Lao PDR creates the entry regime: Article 11 requires holders of ordinary passports of countries without a visa-exemption agreement to comply with visa application procedures before entering, and Article 19 creates the visa categories including the tourist visa and the visa-on-arrival unit. The MOFA list and eVisa portal implement that law; they do not create the obligation themselves.

Article 11 governs foreigners entering the Lao PDR; point 2 requires holders of ordinary passports of countries that have no visa-exemption agreement with Laos to comply with visa application procedures before entering. Each issuer in this row is absent from both the MOFA visa-exemption list and the official eVisa nationality selector, so no exemption or online/VOA route is established and the visa must be arranged in advance.
