Section 6(1) of the Immigration Act creates the entry obligation — no person shall enter Tuvalu without a permit unless exempted under section 7 — and section 9 creates the visitor's permit, so the Act is the instrument that creates the entry regime; the Regulations implement it (regulation 2 and Schedule 1), the EU-Tuvalu agreement waives the permit for EU citizens via section 9(5), and the Taiwan arrangement is recorded by the counterparty government.
Taiwan's Ministry of Foreign Affairs Bureau of Consular Affairs country-information page for Tuvalu states in its visa section that the Tuvalu government grants holders of Republic of China (Taiwan) passports 90-day visa-free entry; Tuvalu publishes no domestic instrument for this bilateral arrangement, so the counterparty government's official maintained record is the source of the grant and the 90-day duration.
