Law 257/2013 is the instrument that creates the visa obligation and the visa exemption for third-country nationals entering Moldova: Article 2(1) imposes the visa obligation on the states in Annex 1 and Article 3(1) grants the exemption with the 90-day-in-180 stay to the states in Annex 2.
The visa-free grant in Article 3(1) is confined to Annex 2 states; Taiwan appears nowhere in the law, so it is not visa-exempt and the visa obligation in Article 2(1) applies by default.
